Chair Rahjes opened the hearing on HB2047. Kyle Hamilton, Office of the Revisor of Statutes, provided an overview of HB2047. The bill extends the repayment of bonds for the Pollution Control Revolving Fund to 30 years from 20 years.(Attachment 5) He stood for questions.
Nick Hernandez, City Manager, Dodge City, Kansas stood in support of the bill. The Dodge City system re-cycles almost 100% of the city waste water and creates enough bio-fuels for heating 5,500 homes. It additionally re-cycles back to the aquifer 4,000,000 gallons of cleaned water a day. Their vision is to make their system the model for the future. The city was in favor of the amendment that will be proposed.(Attachment 6) He stood for questions.
William Carr, Assistant Director, Bureau of Water, KDHE, noted that this bill would provide payment flexibility to municipalities and supports the bill.(Attachment 7) He stood for questions.
Joshua Svaty, representing the Kansas Municipal Utilities, stood in support of HB2047. He noted that many of the wastewater infrastructure projects in the future will have a lifespan of more than 30 years and the bill would give amortization flexibility to communities to implement projects.(Attachment 8) He stood for questions.
Proponent written testimony was provided by the League of Kansas Municipalities.(Attachment 9)
