Chairperson Proctor opened the hearing on HB 2167 and asked Assistant Revisor, Mike Heim, Office of Revisor of Statutes, to give an overview of the bill. (Attachment 1)
Revisor Heim answered questions.
Elaina Rudder, Research Analyst, Legislative Research Department, presented a memo on cryptocurrency campaign contributions. (Attachment 2)
Researcher Rudder answered questions about cryptocurrency.
Mark Skoglund, Executive Director, Governmental Ethics Commission, was recognized by Chairperson Proctor.
Mr. Skoglund gave proponent testimony on HB 2167. He stated, currently, campaigns may accept contributions of cryptocurrency up to contribution limits without regulation. He also cited that cryptocurrency contributions have been nonexistent in Kansas thus far but are becoming more common elsewhere and it would be appropriate to act proactively. (Attachment 3)
Mr. Skoglund answered questions from Committee members.

Chairperson Proctor closed the hearing on HB 2167.
Chairperson Proctor announced that on Thursday the Committee would hear HB 2391 and if time permits, work HB 2167. On Tuesday, February 21, the Committee will hear HB 2312.
