Chairwoman Warren opened the hearing on SB193. Jason Thompson, Revisor's Office, provided an overview of the bill and stood for questions.(Attachment 5)
Greg Smith gave testimony in support of SB193. He stated SB193 would stop the current sentencing trend for violent repeat offenders of concurrent sentencing, keeping the worst repeat felons off the streets. (Attachment 6)
Ed Klumpp stating the law enforcement associations strongly support SB193, as it is one of their priority bills for 2023. He states the threat of additional prison time will serve as a deterrent to convicted felons. (Attachment 7)
Nick Reinecker, testified as an opponent to SB193. He stated he supports the underlying bill but does not support language in Section 1, (z)(3)(N) where any felony offense described in K.S.A. 2022 Supp. 21-5703, 21-5705 or 21-5706, and amendments thereto are included. He stated he would withdraw his opposition if it were stricken. (Attachment 8)
There being no further conferees, the hearing on SB193 was closed.
