Minutes for SB76 - Committee on Financial Institutions and Insurance

Eileen Ma, Assistant Revisor, Kansas Revisor of Statutes Office (ROS), presented the Revisor's Memorandum brief on the bill.   (Attachment 6)

Oral Proponent Testimony:

 

Senator Virgil Peck, Jr., Kansas District 15, spoke in support of SB76.   (Attachment 7)   He answered questions from Senators Gossage, Kloos, Holscher, and Warren.

 

Oral Opponent Testimony:

 

Dan Hulcher, Executive Director of Kansas Association of Insurance Agents (KAIA) spoke on behalf of Elizabeth Smoller, General Counsel for KAIA, in opposition to SB76.   (Attachment 8)

 

Scott Colby, Kansas Governmental Affairs Chair for National Association of Insurance and Financial Advisors of Kansas (NAIFA), also spoke opposing SB76(Attachment 9) 

Mr. Hulcher and Mr. Colby answered questions from Senators Pittman and Warren.

 

Seeing no other questions or comments, and no other proponent, opponent, or neutral testimony was submitted, Chairperson Longbine closed the hearing on SB76.

 

Chairperson Longbine advised members that he will be out of town on Monday, February 20, and Vice-Chairperson Fagg will convene the meeting.  He also advised that the Committee will take action on bills previously heard on Tuesday, February 21.  No meetings will be scheduled for Wednesday, Thursday, or Friday that week.

 

The meeting adjourned at 10:25 am.  The next scheduled meeting is Monday, February 20, 2023, at 9:30 am, in room 546-South of the Capitol.
