Lacey Hunter, Commissioner of Survey, Certification & Credentialing, Kansas Department for Aging and Disability Services, provided neutral testimony for HB2049 (Attachment 13). The commission is responsible for approving training courses for a variety of health professionals that work in Adult Care Homes in Kansas, including Certified Nurses Aides. The Kansas training program uses the federal Nurse Aide Training and Competency Evaluation Program (NATCEP) curriculum as its basis for training programs for CNAs. CNAs are a federally designated healthcare professional that must complete a NATCEP program and pass written tests and clinical skills assessments. A brief history of the Kansas CNA training was provided. Ms. Hunter provided content to the requirements for CNAs in all 50 states. The federal course requirements to become a CNA were provided to the committee. Kansas course topics mapped to the federal required topics were also provided.
Ms. Hunter responded to questions from the committee.
Heather Morgan, Executive Director, Kansas Association of Community School Trustees, provided neutral testimony for HB2049 (Attachment 14). The bill mirrors the federally required hours. However, the bill does not address the minimum number of clinical hours required. Ms. Morgan urges the number of clinical hours not be reduced from the current 25 hours. The classroom component could be condensed. It is critically important to clearly outline the intent for the different training hours. The reduction could impact the student financial aid if the student is not taking the required number of hours. Other sources of scholarships could be looked into.
