Linda MowBray, President and CEO, Kansas Health Care Association and Kansas Centers for Assisted Living, provide neutral testimony regarding HB2264 (Attachment 6). Policies, regulations and orders brought about by the pandemic were meant to protect individuals. Instead, they isolated us. People need human contact with loved ones, but frail people do need protection and providers of their care must follow mandates made by regulatory and funding bodies. Our facilities do need to be cognizant of their accountability required to provide to our regulatory and funding bodies. Our facilities' inability to fully support the bill lies in the inherent additional burden of additional policies and procedures imposed on them.
