Minutes for SB130 - Committee on Transportation

Requiring certain license plates to have the motor vehicle county of registration identified on the plate.

The Chair opened the hearing on SB130.

 

Assistant Revisor Adam Siebers provided a briefing on the bill (Attachment 3)3.  He explained that the bill would require distinctive or personalized license plates to include a designation for the county of registration.

 

Speaking as a proponent for the bill, Senator Tyson listed the advantages for adding such a designation: it would assist law enforcement in determining ownership of a vehicle, and, in rural areas, it could encourage businesses to know that their services were attracting customers beyond their local area.  She also noted that the bill would assist the Kansas Turnpike Authority scanners in dealing with duplicate tags (Attachment 4).

A member commented on the cost indicated by the fiscal note. 

Lee Ann Phelps, Vehicle Service Manager, Division of Vehicles, Kansas Department of Revenue, responded to members' questions:

  • The Division plans to eliminate duplicate plates.
  • Those who presently have personalized plates will be automatically included and would not be subject to any additional fees.
  • Some of the estimated costs for adding a county designation are attributed to redesign by the vendor.
