Chairperson Petersen called the meeting to order at 9:02 a.m. and welcomed a leadership delegation from Mitchell County. He then opened the hearing on SB143.
Assistant Revisor Adam Siebers briefed the Committee on the bill; he said current law restricts ground-effect lighting of a vehicle to neon tubes (Attachment 1). The bill removes that restriction. Responding to a question, he replied that the bill removes that restriction so that other types of ground-effect lighting can be utilized.
Gregory Smith, Special Deputy Sheriff for Governmental Affairs, Johnson County, Kansas, testified as a proponent (Attachment 2). He reported that the bill originated as a request from Johnson County deputies who perform traffic enforcement, and he noted changes in technology since the statute was enacted in 1974; the present bill simply removes that restriction and allows a vehicle to use other available ground-lighting technology. Members expressed appreciation for the work of Johnson County deputies.
