Chairperson Francis opened the hearing on HB2267.

Chris Waggoner, Office of Revisor of Statutes, provided an overview of the bill and addressed questions from the committee. (Attachment 1)

LeeAnn Phelps, Vehicle Services Manager, Division of Vehicles stood for questions from committee members.

Linda Mowbray, President/CEO, Kansas Health Care Association & Kansas Center for Assisted Living testified in support of the bill for the safe, reliable, common-sense transportation of all residents living in adult care homes. (Attachment 2)

Ms. Mowbray addressed questions from the committee.

Rachel Monger, President/CEO, LeadingAge Kansas testified in support of the bill stating that adult care homes act as the primary transportation for their residents to medical appointments, shopping trips, social occasions and any other event or location the resident may have need to visit. Ms. Monger further illustrated how anyone would be hard-pressed to find an adult care home resident that would not qualify as disabled for the purposes of a handicap designation therefore necessitating the need for adult care homes continued access to disability license plates. (Attachment 3)

Ms. Monger addressed question from committee.

Scott Hines, President/CEO, Medicalodges, Inc., testified in support of the bill. Mr. Hines explained how this legislation would provide assurance that adult care homes will be able to renew existing disability license plates as well as apply for and receive new disability license plates for vehicles used in the transportation of residents and consumers. (Attachment 4)

Mr. Hines addressed questions from committee.

There being no further conferees, Chairperson Francis closed the hearing on HB2267.
