Short Title
Prohibiting denial of a petition for expungement due to the petitioner's inability to pay outstanding costs, fees, fines or restitution, providing that the waiting period for expungement starts on the date of conviction or adjudication and authorizing expungement of a juvenile adjudication if the juvenile has not committed a felony offense in the previous two years.

Chairperson Owens called for final action on HB2113. Natalie Scott provided an overview of bill.
Representative Owens proposed a technical amendment. (Attachment 1)
Representative Owens moved, Representative Adam Smith seconded, to adopt the amendment. The motion carried.
Representative Owens proposed another amendment. This amendment would revert back to the current law that would start the clock at the satisfaction of the person's sentence. (Attachment 2)
Representative Owens moved, Representative Maughan seconded, to adopt the amendment. The motion carried.
Representatives Highberger, Carmichael, Martinez, and Schlingensiepen requested their "Aye" votes be recorded.
Representative Owens proposed another amendment that would include language so a certain list of people would have access to the expunged records for the purpose of collecting outstanding obligations that are owed. (Attachment 3)
Representative Owens moved, Representative Eric Smith seconded, to adopt the amendment. The motion carried.
Representatives Highberger, Carmichael, Martinez, and Schlingensiepen requested their "Aye" votes be recorded.
Representative Titus proposed an amendment that would remove the changes as it would relate to adults. (Attachment 4)
Representative Titus moved, Representative Schlingensiepen seconded, to adopt the amendment. The motion failed.

Representative Titus proposed an amendment and explained it to the committee. (Attachment 5)
