Chairman Thomas opened the hearing on HB2132.
Jason Long, Revisor, gave a summary of the bill. (Attachment 1)
Dr. Blake Flanders, Kansas Board of Regents, gave proponent testimony urging the Committee to support the bill based on the two additional amendments to the Act. First, the bill adds early childhood education and development as an addition to elementary and secondary education. Also, it adds transportation (truck driving) to the existing optional distribution and logistics field of study. (Attachment 2)
Heather Morgan, Kansas Association of Community College Trustees, gave an overview of the bill and described the three things the bill does. This is the third year of working on the Promise Act. This bill is part of making sure this large scholarship program works as it should. There are three basic things the bill does: 1. Adds the word transportation, 2. Adds Elementary and Secondary Ed as eligible fields of study, and 3. clarifies the independent college language. (Attachment 3)
Jessica Lucas, Cowley College, supports the bill but introduced the idea of expanding the scholarship to students who from other states. This is a good way to recruit skilled workers for Kansas. She asks that this be an amendment. (Attachment 4)
