The Chairperson opened the hearing on SB51.

 

Eileen Ma (ROS) presented a bill brief  (Attachment 6)

 

Brock Roehler, General Counsel (OSBC), presented oral proponent testimony supporting this bill, which would add additional language in order for OSBC to receive criminal history records information from the Federal Bureau of Investigation and several other important features necessary as additions to the TEFFI act.   (Attachment 7)

 

Robert Jacobs, Executive Officer, Kansas Bureau of Investigation (FBI) presented oral neutral testimony on the bill which centered around the use of a private entity to conduct criminal history record checks, and also the definitions of several terms contained in K.S.A. 9-2301 ("officer," "organizer," "director," and "private entity").  Attachment 8)

 

Chairperson Longbine asked for questions or discussion.  Seeing none, and no other proponent, opponent, or neutral testimony was submitted, he closed the hearing on SB51.

 

The meeting adjourned at 10:25 am.  The next scheduled meeting is Wednesday, February 8, 2023, at 9:30 am in Room 546-South of the Capitol.
