Chair Hoheisel opened the hearing on HB 2133, and recognized David Wiese, Senior Assistant Revisor, Office of Revisor of Statutes, who provided an overview on HB 2133(Attachment7)  A question and answer period followed.

Proponent - Eric Stafford, Vice President of Government Affairs, Kansas Chamber of Commerce, on behalf of Kansas Retail Council, provided testimony in support of HB 2133. (Attachment8).  Other conferees who provided testimony in support of HB 2133 included:  Kevin, Gregg, Associate Executive Director, Fuel True, Independent Energy and Convenience, (Attachment9); Scott Schneider, JD, on behalf of the Kansas Restaurant and Hospitality Association, (Attachment10); and Dan Murray, Kansas State Director, National Federation of Independent Business (NFIB), (Attachment11).  A question and answer period followed for each of the conferees.

Proponent - written only testimony in support of HB 2133 from Jay Hall, Deputy Director and General Counsel, Kansas Association of Counties, (Attachment12); Randy Stookey, Senior Vice President of Government Affairs, Kansas Grain and Feed Association (KGFA), Kansas Agribusiness Retailers Association (KARA), (Attachment13); and Kevin Walker, Senior Vice President of Public Policy, Overland Park Chamber, (Attachment14).

Neutral - Chair Hoheisel recognized Eiman Siddiqui, Director, State and Local Government Affairs, American Express, who provided neutral testimony (remotely) on HB 2133, (Attachment15).

Neutral written only - testimony on HB 2133 was received from Brock Roehler, General Counsel, Office of the State Bank Commissioner, (Attachment16).

 

The next House Financial Institutions and Pensions Committee meeting is scheduled for Wednesday, February 1, 2023.
