Chairperson Waymaster opened the hearing on HB2078.

Revisor Natalie Scott provided information about HB2078 which makes some changes to the membership and the quorum requirements for the Information Technology Executive Council (ITEC). (Attachment 4)

Revisor Natalie Scott stood for questions. Each branch of government  -- legislative, executive, and judicial -- has a Chief Information Technology Officer (CITO). Because of their position, CITO have membership on this Council. The representative from the private sector with a background and knowledge in technology and cybersecurity could be appointed to ITEC.

There was no proponent or opponent testimony.

Neutral testimony in person:

Alan Weis, Legislative Chief Information Technology Officer, Legislative Office of Information Services provided oral testimony to the bill. He stated he brought these recommendations to the Joint Committee at their November meeting:

  • Clarify the legislative member's appointment to the Information Technology Council
  • Remove the restrictions on leadership for appointing from specific committees
  • Ensure that legislative members are not limited to the 18-month term they are appointed, as long as they are members of the legislature and will serve until reappointment
  • One of three CITO chair the Council on a rotating basis
  • A defined quorum.
