Chairperson Carpenter opened the hearing on HB2058. The Revisor provided an overview of the bill.
Chairperson Carpenter recognized Tuck Duncan as a proponent of HB2058 (Attachment 1). He stated that this bill would change the filing frequency of gallonage taxes collected by a special order shipping licensee from quarterly to monthly. In order for the ABC to effectively and timely determine the lawful shipments on which tax is paid from the unlawful shipments on which tax is not paid, the agency needs monthly reporting from all three participants - shippers, fulfillment agents, and licensed wineries.
Chairperson Carpenter recognized Debbi Beavers as a proponent of HB2058 (Attachment 2). She stated that this bill will help the ABC identify the unlawful shipments of alcohol to Kansas consumers.
