Scott Rothschild, Kansas Association of School Boards presented neutral testimony. Mr. Rothschild stated the organization would support the bill except for concern of the make up of the proposed task force. He stated more study must not delay action to increase the funding for special education. The agency supports the five year phase in plan to achieve the statutory 92% funding level. Nearly 1 in 5 Kansas students receive special education services.(Attachment 19)
