Chairperson Owens opened the hearing on HB2070. Natalie Scott reviewed the bill. (Attachment 7) Ms. Scott responded to questions from committee members.
Scott Schultz, Executive Director, Kansas Sentencing Commission testified in support of the bill that allows for the expansion of (2003)SB123 substance abuse treatment to offenders convicted of certain nondrug, nonperson crimes. (Attachment 8) Mr. Schultz responded to questions from committee members.
James Houston Bales, Public Defender submitted written only proponent testimony on behalf of the State Board of Indigent Defense Services. (Attachment 9)
There was no neutral nor opponent testimony.
Chairperson Owens closed the hearing on HB2070.
