Chairperson Owens opened the hearing on HB2069. Natalie Scott reviewed the bill. (Attachment 4) Ms. Scott responded to questions from committee members.
Jessica Domme, Kansas Sentencing Commission Board Member testified on behalf of the Kansas Sentencing Commission in place of Scott Schultz. This bill is an attempt to clarify how jail credit is awarded when a person is in custody awaiting disposition on a new criminal charge, while at the same time is an alleged postrelease supervision violator arrested pursuant to a warrant issued by the Secretary of Corrections. (Attachment 5) Ms. Domme responded to questions from committee members.
Randall Bowman, Executive Director of Public Affairs, Kansas Department of Corrections (KDOC) testified in support of the bill. This bill would clarify that time can only be tolled in accordance with the current law, a continuation of decades long application by KDOC. (Attachment 6) Mr. Bowman responded to questions from committee members.
