HR 6011 would request the Division of Architectural Services of the Department of Administration to consider life-cycle costs during the design phase of state building construction and major repairs and improvements to state buildings. The resolution defines "life-cycle costing" as the assessment of both the initial costs and the ongoing costs of alternatives in the design of a building, with the goal of minimizing total costs over the life of the building. The Division is requested to report on the measures taken to adopt statutorily-authorized standards for energy conservation and the use of life-cycle cost formulas in bid specifications for contracts and purchases. This report should be submitted to the standing utility committees and the Joint Committee on State Building Construction at the beginning of the 2002 Legislative Session.
Background
HR 6011 resulted from information furnished to the House Committee on Utilities in its review of HB 2475. HB 2475 would require the Secretary of Administration to adopt standards that would entail an assessment of life-cycle costs during the design phase of, construction of, or modifications to, state buildings. The Committee was informed that the Division of Architectural Services already has statutory authority to consider life-cycle costing but measures had not yet been adopted to do so. Therefore, the Committee elected through a resolution to encourage the Division to proceed.
