HCR 5018 would place a provision on the November 2002 ballot which would prohibit the Legislature from enacting any tax increase or new tax without a two-thirds majority vote in favor of the measure in both the House of Representatives and the Senate.

Background

The House Committee held a hearing on HCR 5018, at which time Representative Peggy Long, the bill's primary sponsor, and the Kansas Taxpayers Network testified in favor of the resolution and the Kansas Association of School Boards testified in opposition to the resolution.
