The bill as amended would authorize one new position to be added to a statutory list of unclassified positions for which the KPERS Board of Trustees may appoint and set salaries. In addition, the titles of the Executive Secretary and Deputy Executive Secretary would be changed to Executive Director and Deputy Executive Director. In addition, the bill would be effective upon publication in the Kansas Register.

Background

The bill was requested by the KPERS Board of Trustees in order to enhance flexibility in staffing the agency and hiring new employees as authorized. The bill as introduced would have deleted the statutory listing of unclassified positions and allowed the Board discretion in this matter regarding unclassified employees and salaries. The House Budget Committee recommended deleting the new language and adding only one unclassified position, an investment operations analyst, to current law which lists specific staff who may be appointed by the Board and for whom salaries are set by the Board. The bill as amended by the House Appropriations Committee reflects the Budget Committee's recommended change. In addition, the Revisor's Office suggested amending the Executive Officers' titles to conform to changes in another bill recommended by the House Appropriations Committee, specifically HB 2542 in which those title changes were made.
