HB 2455 would establish a biological and industrial value-added center at Kansas State University. The facility would be designed to provide opportunities to discover new and added ways to further the University's speciality educational and research programs in processing and creating value-added products for wheat and food grains. In identification of projects, the facility is to give priority to those which enhance the profitability of Kansas agricultural producers.
Background
This bill was introduced in response to the recommendation in the report of the Governor's Vision 21st Century Task Force on Agriculture. At the hearing on the bill, the head of the Grain Science and Industry Department at Kansas State University explained the projects and goals of the new Grain Science Complex at the University. A spokesperson from Kansas Farm Bureau spoke in support of the bill. There were no opponents to the bill.
The House Agriculture Committee amended the bill to provide that there would be priority given to those projects of the facility which would enhance Kansas agricultural producers profitability.
