HB 2300, as amended, concerns the terms of office for members of the Advisory Committee on Hispanic Affairs and the Kansas Arts Commission. A Senate floor amendment makes a number of technical changes in certain statutes related to the Kansas Governmental Accountability Law (K-GOAL).
Under the bill, the terms of all members of the Hispanic Affairs Committee will expire on June 30, 2001. Of the members appointed to fill these vacancies, two members will be appointed to one-year terms, two will be appointed to two-year terms, and three will be appointed to three-year terms. Thereafter, all members will be appointed to three-year terms.
The amendment affecting the Kansas Arts Commission is similar to the provision noted above. The terms of all members of the Arts Commission will expire on June 30, 2001. Of the members appointed to fill these vacancies, four members will be appointed to one-year terms, four will be appointed to two-year terms, and four members will be appointed to three-year terms. Thereafter, all members will be appointed to three-year terms.
HB 2300, as introduced, would modify the rotation of services for members of the Kansas Advisory Committee on Hispanic Affairs. The new rotation would ensure that at least two of the Committee members are reappointed each year. All appointments of the seven-member committee would subsequently be for three years.
The Senate Committee of the Whole amended the provisions of SB 32 into HB 2300. SB 32 would make a number of "clean up" changes in the K-GOAL statutes. The bill would eliminate unnecessary language and clarify and standardize the provisions concerning performance audits under K-GOAL.
Background
The Executive Director of the Kansas Advisory Committee on Hispanic Affairs appeared in support of the bill. A representative of the Kansas Arts Commission requested the amendment concerning the terms of members of that Commission.
SB 32 was requested by the Revisor of Statutes as a technical "clean up" bill. The bill was recommended by the Legislative Post Audit Committee.
