HB 2217 amends the law which permits a school district to transport certain nonresident pupils across school district boundaries for school attendance purposes. A pupil affected by this provision is one who lives 10 or more miles from the attendance center the pupil would attend in a sending school district and nearer to an appropriate attendance center in a receiving school district or a pupil who is a member of the family of such a pupil. The provisions of the law do not apply to pupils in a school district located in all or part of Johnson, Sedgwick, Shawnee, or Wyandotte counties.
The amendment removes the July 1, 2002, expiration date of the current law.
Background
HB 2217 was sponsored by Representative Aurand, who explained that he had advocated for the original legislation enacted in 1997. That law contained a July 1, 1999, sunset provision. The 1999 Legislature extended the sunset until July 1, 2002. The 2000 Legislature expanded the coverage of the law, but did not alter the sunset provision. According to Representative Aurand, the law is working as intended.
There were no other conferees.
The Division of the Budget reported the bill would have no fiscal effect on the State Department of Education.
