SCR 1610 would direct the Joint Committee on Corrections and Juvenile Justice Oversight and the SRS Transition Oversight Committee to jointly study reimbursement rates for residential services for youth and review the current facility contracts. The concurrent resolution would also direct the Department of Social and Rehabilitation Services to submit any necessary amendments to the State Medicaid Plan to the Health Care Financing Administration.
Background
The concurrent resolution was introduced by Senators Jenkins, Goodwin, Jackson, Oleen, and Praeger. Senator Oleen submitted written testimony and Senator Jenkins appeared before the Committee in favor of the concurrent resolution. Other proponents of the concurrent resolution testifying to the Committee included representatives of the Department of Social and Rehabilitation Services, the Juvenile Justice Authority, Florence Crittenton Services, The Villages, and Children's Alliance.
The Committee's amendment added Level IV and Emergency Care facilities to the observation that the service delivery standards for facilities were revised in 2000.
