Brief (1)



SB 343 would create the Vital Statistics Maintenance Fee Fund. The bill would also require the Secretary of Health and Environment to adopt regulations that provide for a $1 fee increase for copies of birth, death, fetal death, marriage or divorce certificates, which would be directed to the fund. The fund would be used to help finance the implementation and maintenance of a vital statistics integrated information system. The House Committee amended the bill to allow for the authorization of one or more series of revenue bonds by the Kansas Development Finance Authority (KDFA).





Background



The bill was recommended by the Senate Ways and Means Subcommittee on the Department of Health and Environment to address the funding needed to replace the current vital statistics database. The bill was requested by the Department of Health and Environment. The amendment to allow authorization of bonds was proposed by the President of KDFA.



The fiscal note prepared by the Division of the Budget indicates that passage of the bill would generate $350,000 in revenues for the new Vital Statistics Maintenance Fee Fund in FY 2002. The entire amount would be used to finance projected costs of the new vital statistics integrated information system. The Department of Health and Environment has indicated the new system will be purchased through certificates of participation. The increased fees, combined with $200,000 from the State General Fund already included in the agency's budget, would be used to make payments on the certificates. The Department indicates $9,170 of the new funds would be used for one-time form revisions and notifications in FY 2002. Any fiscal effect resulting from the passage of this bill would be in addition to amounts included in The FY 2002 Governor's Budget Report.
