Senate Sub. for SB 279 would establish the Newborn Infant Protection Act Special Revenue Fund in the state treasury. The fund is to be administered by the Secretary of Social and Rehabilitation Services who is authorized to accept money from grants, gifts, contributions, or bequests made for the purpose of providing educational materials and advertisements to increase the public awareness of the Newborn Infant Protection Act. The act would take effect upon publication in the Kansas Register.
Background
The bill as originally drafted would have provided a surcharge of $1 for the first and each additional customer requested certified copy of all birth certificates. Currently, the Department of Health and Environment charges $10 for the first copy and $5 for each additional copy of a birth certificate. The new fees would have been deposited in the Newborn Infant Protection Fund established by the bill and the resources were to be used to increase public awareness of the Newborn Infant Protection Act.
The original bill had a fiscal note of $9,170 from the State General Fund for developing and printing revised application forms, public notification, and shipping of forms. In addition, the original bill was estimated to provide $165,581 in revenues for the Newborn Infant Protection Fund, according to the Division of the Budget fiscal note.
