SB 213, as amended by the Senate Committee on Ways and Means, directs the State Board of Regents to negotiate with dental schools in other states for seats to be reserved for Kansas dental students. The results of the negotiations are to be reported to the Legislature on or before the beginning of the 2002 Session.
The bill will be effective upon publication in the Kansas Register.
Background
The bill was introduced by the Senate Committee on Public Health and Welfare as one strategy to address the need for additional dentists in the state.
As introduced, the bill directed the State Board of Regents to negotiate with the University of Nebraska and Creighton University for seats at their dental schools. The Senate Committee on Ways and Means amended the bill to not restrict the schools the Board is to negotiate with. The Senate Committee also amended the bill to change the effective date to upon publication in the Kansas Register.
A representative of the Kansas Dental Association testified in support of the bill. No opponents testified on the bill.
The fiscal note submitted by the Division of the Budget on the bill as introduced states that the State Board of Regents is unable to estimate the fiscal effect of the bill until the format for the negotiations with Creighton University and the University of Nebraska have been established.
