SB 163 directs the State Board of Education to implement a program of instruction relating to the flag of the United States of America and to flag etiquette, use, and display. The program must encompass the requirements contained in 36 U.S.C. §§ 170 through 177.
The State Board must adopt any rules and regulations necessary to implement the requirement.
Background
The principal sponsor, Senator Jackson, urged adoption of this measure. Other conferees appearing as proponents of the bill were Mr. Gary Slimmer, an educator; Mr. Ralph Snyder, a Korean War Veteran; and Mr. Charles Yunker, Kansas State Adjutant for the American Legion.
There were no opponents.
The fiscal note indicates that it would cost the State Department of Education about $2,500 to cover printing costs and postage expenses to carry out its duties under the bill.
