Brief (1)



SB 99 amends the Kansas Offender Registration Act to extend coverage to any person who has been required to register under any federal, military, or state law, nonresident students, or workers who cross into the state or county for more than 14 days or for an aggregate period not exceeding 30 days in a calendar year for employment whether paid or unpaid or to attend school as a student. Within ten days of commencement of employment or attendance at school, the nonresident must register with the sheriff.



The bill gives the Kansas Bureau of Investigation authority to participate in the Federal Bureau of Investigation's NCIC 2000. Information required to be open under the Kansas act shall be open to inspection at the sheriff's office, the Kansas Bureau of Investigation, and on the World Wide Web.



Senate Committee amendments were technical.





Background



The bill was supported by the Kansas Bureau of Investigation to enhance the offender registration database.



The bill has no significant fiscal impact.
