SB 87 would amend current furharvester license requirements to allow a person to attest to or exhibit proof of possession of a valid furharvester education certificate at the time of purchase of a furharvester license instead of being required to exhibit the actual furharvester education certificate.
Background
The only conferee to appear before the Committee on this bill was a spokesperson from the Kansas Department of Wildlife and Parks (KDWP). The spokesperson stated that the Legislature had adopted similar language for those wishing to receive a hunting license during the 2000 Legislative Session. The spokesperson noted that the KDWP believes it is inappropriate to require private vendors to enforce the state law in this instance by refusing to sell a furharvester license to an individual and that the responsibility rests with KDWP employees. The spokesperson stated that allowing a person to attest to the completion of furharvester education would enable the sale of furharvester licenses over the phone or over the Internet.
The fiscal note on the bill indicates that there would be no fiscal impact.
