SB 76 expands the law authorizing the Governor or the Governor's designated representatives to negotiate gaming compacts to authorize the negotiation of other compacts in the following areas: (1) taxing authority; (2) law enforcement; and (3) water rights. The negotiation authority is limited to the four tribes with which the state has entered into gaming compacts. Compacts, once negotiated, are submitted to the Joint Committee on State-Tribal Relations and the Legislature for approval.

The bill was introduced by the Joint Committee on State-Tribal Relations. The bill was supported by the Indian Nations in Kansas.
Senate Committee amendments narrowed the negotiation authority to the four tribes with gaming compacts and to the three specific areas listed, and deleted references to other agreements.
