SB 63 requires, in addition to other information, the last four digits of a person's Social Security number to be placed on a voter application to determine the identity and the qualifications of the applicant as an elector. The bill prohibits the public disclosure of applications for voter registration and voter registration records if the person's Social Security number has not been removed or rendered unreadable.

Background

SB 63 was requested by the Secretary of State's Office. A representative of the Office testified that information containing the person's last four digits of the Social Security number, name, and birth date would allow election officers to determine when they have duplicate registrations or when a person has moved and not been canceled. The Johnson County Election Commissioner testified in support of the bill.

The Senate Committee amended the bill to prohibit the release of voter information if the Social Security number was not removed.

The fiscal note by the Division of the Budget indicates that the passage of SB 63 would have no fiscal impact on the state budget.
