SB 53 repeals KSA 2000 Supp. 8-1,112, a statute relating to interstate reciprocity permits for fleet vehicles. "Fleet" means one or more commercial vehicles, at least one of which is a motor vehicle. A house amendment changes the definition of "owner" as it pertains to apportioned registration of fleet vehicles engaged in interstate commerce. This change will allow the vehicle registration to remain in the truck leasing company's name when a truck lease is for a period of 30 days or longer.
Background
The Director of Vehicles testified that the Motor Carrier Services Bureau has not issued an interstate reciprocity permit for fleet vehicles for several years. It was noted that the statute is no longer needed since all jurisdictions that were in the Uniform Agreement are members of the International Registration Plan.
No other conferees appeared to testify on the bill.
The House Committee amendment pertaining to the change of the term "owner" was requested by the Executive Director of the Kansas Motor Carrier Association. The Executive Director said that the amendment will reduce the number of active apportioned registration accounts.
The Department of Revenue indicated that passage of SB 53 would not impact the State Highway Fund.
