HCR 5069 would urge all state agencies and authorities or subdivisions of the state to adopt a policy that would provide for all diesel-powered vehicles owned by agencies or subdivisions to use soydiesel blend of at least 2 percent soydiesel when available and economically feasible. The resolution urges that all vehicles, except for undercover law enforcement, be identified with a bumper sticker or other decal provided by the Kansas Soybean Association or the Kansas Soybean Commission to indicate to the public that the vehicles are reducing emissions and are powered in part by Kansas soybeans.
Background
Conferees appearing in support of the resolution included representatives of the Kansas Soybean Association, the Kansas Farm Bureau, the State Corporation Commission, and the Kansas City Area Transportation Authority. Also appearing in support was a spokesperson for Agriculture Environmental Products and a person associated with Extension Engineering at Kansas State University. Appearing as a neutral party was a representative of MARC-IV Consulting of Kansas City. There were no opponents.
