HOUSE CONCURRENT RESOLUTION NO. 5005



As Amended by House Committee of the Whole





Brief (1)



HCR 5005 would ask the U.S. Congress to remove or restrict the use of trade sanctions as they apply to agricultural products and that Congress insure that the use of trade sanctions will result in meaningful results.



The resolution also urges Congress to pass a moratorium on agribusiness and agricultural mergers and acquisitions until rules to govern structural changes are in place. The resolution would urge the US Department of Justice to investigate mergers in the agricultural industry.





Background



This resolution was introduced by the 1998 Special Committee on Rail Transportation. Hearings were held on the resolution during the 1999 Legislative Session.



During the hearing before the House Agriculture Committee, Senator Morris spoke in support of the resolution, as did representatives of the Kansas Grain and Feed Association and the Kansas Farm Bureau.



The House Committee of the Whole amended the resolution with respect to actions concerning agricultural mergers and acquisitions.
