HB 3051 would increase the membership on the Kansas Court of Appeals from the current 10 to 14 on a graduated basis. The time frame for the additional judges is as follows:

Support for the bill was expressed by the Chief Judge of the Court of Appeals and the conferees representing the Kansas Bar Association and the Kansas Trial Lawyers Association.
A similar bill, HB 2601, was recommended by the 1999 interim Special Committee on Judiciary as a result of a study of the Kansas Citizens Justice Initiative.
