HB 2975 would allow a landowner or person in lawful possession of land to post land that hunting, trapping, or fishing is by written permission only if the person or landowner places identifying purple paint marks on trees or posts around the area to be posted. The paint marks would have to be vertical lines at least eight inches in length and the bottom of the mark would have to be no less than three feet nor more than five feet high. The paint marks would have to be readily visible to any person approaching the land. This mechanism to post land would be in addition to the current means to post land which requires landowners or persons in possession of land to post land with signs.
Background
This bill was introduced by the House Agriculture Committee at the request of Representative Schwartz. At the hearing on the bill, Representative Schwartz appeared in support of the bill. Also appearing in support of the bill were two individuals and a representative of the Department of Wildlife and Parks.
The House Committee on Environment amended the bill to clarify that the purple paint marks would be an alternative means to identify property where written permission is required to hunt, trap, or fish. The Committee also deleted the requirement under the original bill that the purple paint marks be placed no more than 100 feet apart.
