Brief (1)



HB 2844 amends the state election laws by authorizing the Secretary of State to designate temporary alternative methods for election ballot distribution to voters in emergency situations such as war, natural or man-made disasters, and equipment failure.





Background



HB 2844 was proposed by the Secretary of State. A representative of the Secretary of State testified that having authority to designate alternative methods for the distribution of ballots would enable the Secretary to better meet voters' needs in the event of an emergency.



The House Committee on Governmental Organization and Elections placed the bill on the Consent Calendar.



The Division of the Budget's fiscal note stated that the enactment of HB 2844 would have no fiscal impact on the Secretary of State's Office, but could have a fiscal impact on county governments which would be responsible for conducting elections in emergency situations.
