HB 2815 clarifies the law regarding a change in the classification of cities and the responsibilities of officials involved in the process. The bill clarifies that it is the responsibility of the city of the third class governing body to notify the Governor that its population exceeds 2,000 to facilitate its designation as a city of the second class. The bill provides that the Governor or designee shall send a notice to the county clerk of the issuance of the proclamation declaring a city to be a city of the second class. The notice also shall include a notice that the land within the corporate limits of the city is no longer within the territory of any township.
