SUPPLEMENTAL NOTE ON HOUSE BILL NO. 2762

HB 2762 would allow the Secretary of the Department of Wildlife and Parks (KDWP) to inspect a controlled shooting area upon receipt of a renewal application for a license.



In addition, the bill would provide that an approved hunter education course would not be required in order to obtain a special controlled shooting area hunting license which would be valid only for licensed controlled shooting areas.





Background



The only conferee on this bill was a spokesperson from the Kansas Department of Wildlife and Parks. The conferee stated that under current law the Department was required to inspect a controlled shooting area, the owner of which is seeking a new license. The conferee stated that the bill would allow the Department to inspect renewal license applicants, at its discretion, to ensure that controlled shooting areas continue to meet necessary qualifications.



The House Committee of the Whole adopted the language to establish a hunter education course by correspondence which would be required in order to obtain a special controlled shooting area hunting license.



The Senate Committee on Energy and Natural Resources amended the bill to exempt individuals from the requirement to complete an approved hunter education course in order to obtain a special controlled shooting area hunting license. The Senate Committee did amend the bill to provide that this provision would be sunsetted in two years. However, this amendment did not get incorporated into the current version of the bill.
