Brief (1)
SB 555 amends one statute in the act under which health data is collected and the Health Care Data Governing Board operates.
The amendment would change the number of members of the Health Care Data Governing Board from 9 to 12 by making the Secretaries of Health and Environment and Social and Rehabilitation Services and the Insurance Commissioner voting members of the Board. Currently the Commissioner and Secretaries are non-voting members of the Board.
As introduced and passed by the Senate, SB 555 also repealed KSA 1999 Supp. 65-6805, a statute that sets out in detail state agencies, health care providers, entities who indemnify or reimburse for health care expenses, and other entities that are required to file health care data with the Board. The House Committee amendments delete the repealer from the bill.
Background
SB 555 was introduced at the request of the Health Care Data Governing Board. Support was expressed by representatives of the Board and the Secretary of Social and Rehabilitation Services.
During the House Committee hearing on the bill, it was determined the repeal of KSA 1999 Supp. 65-6805 was not supported by the Health Care Data Governing Board and may have been included in the bill as the result of an error.
The fiscal note indicates passage of SB 555 would have no fiscal effect. *Supplemental notes are prepared by the Legislative Research Department and do not express legislative intent.
