SB 517 authorizes the Secretary of State to dispose of most unsold permanent House and Senate Journals one year after the publication date. Ten copies would be retained after the first year for free distribution. After five years, the Secretary of State could dispose of any remaining copies.
Background
The Secretary of State requested introduction of the bill at the request of the Legislative Coordinating Council to reduce the excess of inventory of permanent Journals.
The Senate Committee on Elections and Local Government placed the bill on the Consent Calendar.
Current law requires the Secretary of State to distribute permanent Journals to members of the Executive and Judicial branches of state government, the Legislature, and to the State Library. Also under current law, remaining copies are to be sold until the inventory is reduced to 50 copies, at which time the Secretary of State with the approval of the Revisor of Statutes may dispose of the remaining volumes without charge.
The House Committee amended the bill to authorize the Secretary of State to retain ten copies of year-old Journals and to dispose of the remainder after five years.
As the bill passed the Senate, the Secretary of State would have been authorized to dispose of all remaining permanent Journals one year after publication.
The Division of the Budget's fiscal note indicated that the enactment of SB 517 would have no fiscal impact on state revenues.
