Brief (1)



SB 458 concerns the licensure of insurance agents. The bill allows a person whose application for licensure has been denied to request a hearing in accordance with the Kansas Administrative Procedure Act (KAPA).





Background



SB 458 was requested by the Insurance Commissioner whose representative explained that the bill puts in statute the current practice of informing the applicant of the application denial and of the opportunity for a hearing under the KAPA.



The bill was supported by the Kansas Association of Insurance and Financial Advisors (formerly the Kansas Association of Life Underwriters) and the Kansas Association of Insurance Agents.



The fiscal note prepared by the Division of the Budget indicates that passage of the bill would have no fiscal effect.
