SB 426, as introduced, amends KSA 8-1,119 affecting fleet utility trailers that are currently registered for a period of five years.
The bill would change the five-year registration period to a permanent registration with permanent cab cards while continuing to require the payment of all registration fees as though the trailers are registered annually.
The effective date of this bill would be upon publication in the Kansas Register.
Background
The Director of Vehicles of the Department of Revenue requested the introduction of SB 426. She also testified in support of the bill noting that the Division of Vehicles already issues permanent license plates and permanent cab cards for apportioned base vehicles and trailers. These plates remain with the vehicles for the duration of their life span, or until they are deleted from the owner's fleet. Under the bill, the Division would do the same for fleet utility trailers (e.g., U-Haul trailers).

The Division of the Budget indicates that the passage of SB 426 would save approximately $3,100 over a five-year period. According to the Department of Revenue, there are approximately 1,100 utility trailers registered in Kansas. The cost to produce and mail new license plates every five years is $2.81. This cost would be eliminated when all 1,100 trailers have the permanent tags in place. The direct savings in FY 2000 and FY 2001 would depend on the number of registrations renewed under current law. The computer programming and administrative work needed to implement this legislation could be performed within existing resources.
