Brief(1)



H.B. 2163 would make a technical amendment to the Campaign Finance Act. The bill would clarify K.S.A. 25-4154 by defining anonymous contributions as those made by persons whose name and address are not known by the recipient. Current law defines anonymous contributions as those contributions made by persons whose name and address are not reported pursuant to K.S.A. 25-4148.





Background



H.B. 2163 was a recommendation made by the Governmental Ethics Commission to the House Committee on Governmental Organization and Elections. The Executive Director of the Commission testified in support of the bill.



No opponents testified on the bill.



The Division of the Budget's fiscal note indicated that the passage of H.B. 2163 would have no fiscal impact on state revenues or expenditures.
