H.B. 2136 amends the Kansas Tort Claims Act to require the government entity to provide legal counsel for an employee acting within the scope of employment when summoned to appear before a grand jury or inquisition.
The Senate Committee deleted Section 1 from the bill which amended K.S.A. 75-4360, believing the amendment to the section was not needed.
Background
The Secretary of the Department of Corrections spoke in favor of the bill as necessary to allow for certain protections for its state employees in order to attract and retain competent staff.
