H.B. 2094 would exempt an owner of a vehicle who applies
for the United States Military Veterans license plate from the current
$40 personalized license plate fee. This fee is charged to the vehicle
owner when a new plate is issued or when the plate is reissued every five
years.
Background
Proponents of H.B. 2094 who testified
in favor of the bill included: Representatives Clifford Franklin, Dan Johnson,
Margaret Long, David Huff, and Galen Weiland. Also appearing in support
of the bill was a combat infantry veteran and the State Adjutant of the
American Legion. There were no opponents to the bill.
The Department of Revenue reports that in calendar year
1998, the 12 months of issuing military veteran plates, the Division of
Vehicles issued 2,250 plates. Passage of H.B. 2094 would reduce receipts
to the State Highway Fund by approximately $90,000 at the beginning of
the next five-year license plate cycle (2002), due to the fact that the
initial 2,250 plates not issued would not be subject to the $40 fee at
that time. The Department also indicates that the bill would result in
minor administrative costs associated with changes to the Vehicle Information
Processing System. However, these costs could be absorbed within existing
resources.
