House Sub. for S.B. 213 would place Capitol Area Security Patrol (CASP) Officers under the Kansas Police and Fireman's (KP&F) Retirement System, with any officer's CASP service since July 1, 1995, credited under KP&F.
The bill as amended would repeal K.S.A. 75-6801 concerning position reductions based on state employee retirements.
Background
S.B. 213 as introduced would have continued in existence the SRS Transition Oversight Committee of the Legislature. A similar measure was enacted in H.B. 2227 to continue that committee.
The provisions included in House Sub for S.B. 213 originally were introduced in H.B. 2546. The fiscal note for that bill estimates the cost of converting CASP officers from regular KPERS coverage to KP&F coverage at $112,177 all funds in FY 2000, of which $53,623 would be from the State General Fund. The future contribution rate for this group would be determined by an actuarial study, and could be implemented in FY 2001 once that study is completed.
The original language in H.B. 2546 did not include a July 1, 1995, effective date for retroactive KP&F coverage, and therefore the fiscal note understates the potential cost for past service credit. The KPERS actuary will be required to calculate past service liability, and that cost will be reflected in the FY 2001 employer contribution rate for this group, if legislation were enacted this session.
The House Committee on Appropriations amended the bill to include a repealer for K.S.A. 75-6801 concerning state employees and the reduction of one FTE position for every four employee retirements.
