SUPPLEMENTAL NOTE ON SENATE BILL NO. 169

S.B. 169 relates to highways and bridges. The bill would designate a portion of Highway K-254 between I-135 and I-35 as the Senator Bill Morris Memorial Highway; Bridge Number 008 on U.S. 83 Highway in Seward County as the Mike Hayden Overpass Bridge; and Bridge Numbers 072 and 287 on U.S. 169 in Wyandotte County as the Herman G. Dillon bridges.



The bill would require the Secretary of Transportation to place signs indicating such designations and would allow the Secretary to accept donations for the signs.





Background



Senator Ben Vidricksen and the President/CEO of the Kansas Turnpike Authority testified in support of the Bill Morris Memorial Highway.



The Department of Transportation indicates that to install one eastbound sign and one westbound sign would cost approximately $1,750. However, the signs would be paid for by private gifts and donations.



With regard to the Mike Hayden Overpass Bridge, Representative Holmes, a former Seward County Commissioner, and a representative of the Liberal Chamber of Commerce, testified in support of the bill. Conferees stressed the safety and economic benefits of the bridge.



The cost to put up the Mike Hayden Overpass Bridge signs by the Kansas Department of Transportation is estimated to be $700.



The House Committee of the Whole added the amendment pertaining to the Herman G. Dillon Bridges.



The cost for putting up the Herman G. Dillon bridges signs would be about $700.



The House Transportation Committee added the provisions of H.B. 2141 into S.B. 169. H.B. 2141 contains the provisions relating to the Mike Hayden Overpass Bridge and the Herman G. Dillon bridges.
